Hello:
Have you actually begun your research and been unable to find any
English-language resources?
What about your local university librarians. Have you discussed the
issue with them? That is their job, after all.
Almost all the major English-language histories of Korea will have
important sections on Tonghak peasant movements!
Here are just a few quick examples:

By the way, simply by using even the most basic search engine --e.g.,
Google.com-- using the phrase "Tonghak Rebellion" (including the
quotation marks) you can generate 90 possible sources.
Also, the Asia Society's encyclopedia (I think it's about 3 or 4
volumes) will be helpful. It will have a section on the subject --no

In general, if you are a bit unsure, you need to locate as many Social
Science & Humanities periodical indexes as you can, in order to then be
ina position to look for the latest, best stuff, as well as, the older
classic articles; many of the latter will no doubt have been written by
members of this List)! But again, your librarian ought to be able direct
you to these sources --even if his or her English is not particularly
strong.
